You can cover Shillong and the Cherrapunji circuit. Leh circuit is also doable in a week. Else, Darjeeling and Gangtok have considerably cheaper tour packages right now due to the rains. That could be an option. Better still, the monsoons are good time to explore Delhi too. The days are generally cloudy and so you don't have to worry about the heat. You could see all the historical places, eat your way through Old Delhi or even catch some of the lightshows across town!

There are offbeat destinations like meghalaya, tripura, assam, or you can visit Manali and explore south India as well you can see mesmerizing places like ooty and munnar,mysore etc.
