Hi Aman, The best SIM card for tourists at Dubai Airport is either du or Etisalat. You can directly take the sim there. However, SIM cards are pretty expensive in Dubai. About the queue- during peak tourist season, such as the summer and winter holidays, there may be long queues at the SIM card kiosks, but the lines are usually relatively short at other times.
