Hi Shahid. you can obtain an online regional permit by filling out a simple application on the site of the online agency. This agency does all the liaison work with the Bhutan Immigration Department and helps you get the permits in advance. One such site where you may be able to apply for the online permit is : https://www.ivisa.com/bhutan-visa?nationality=IN. If you are in touch with a travel agency, you can do the same through them.
