Since flights might not be operational to Bhutan at present, if you prefer other ways of reaching one such way is via road. It is tedious and takes two days to reach. Via Agra jaigaon you can reach phuentsholiong. As far as flights are concerned Druk air and Bhutan airlines operate. If there are no flights directly from Delhi you could fly to Bagdogra and from there flights are there to Bhutan. Again kindly double check if they are operational then plan your travel.
