Even I'm planning to himachal . after asking many people I came into conclusion that there is no covid restrictions but due to increase in tourists covid cases are also increasing . if ur elders are 45 then get them covid vaccination at ur state and travel to any location or follow all precautions like wearing mask , using sanitizer , doing digital payment , having hot bath , having hot steam alternative days and drinking warm water

You have to undergo covid test.. just take necessary precautions and then you can travel.. but nowadays there is second wave of corona virus in India so you need to be extra cautious also do not plan for night travels. Just have RTPCR covid test done before planning to travel.

Do not travel if you are traveling for leisure . mumbai and Maharashtra are under second wave so better be careful and avoid traveling

Senior citizens are most safe, just get them vaccinated and take proper precautions. COVID has already made our life complicated and it can only be defeated by going back to our normal life, indulging in our regular activities with just a bit of precaution.

Himachal Pradesh is more safe than Mumbai, but you have to undergo covid test. and take all precautions in the way.

I would say for Senior citizens it would be great to stay at home only cause everyone is either travelling to HP or Kashmir so it will be very crowdy + high chances to get them infected so better postpone it :)
