I recently took the Mumbai to Goa via Nipani Amboli Ghat, currently in Goa. The road is perfectly fine. Just avoid night drive after Nipani. Rest everything is fine. Also you can take anther route via Belgaum Chorla Ghat but that will add some additional miles to your travel. Old Bombay-Goa Highway, advise not to opt as huge constructions work is going on and due to rain the road condition is not good. Yes Goa requires you to either RTPCR Negative certificate or fully vaccinated 14 days prior to entry in to Goa. At each entry point they have check post to check.
