Schengen visa also depends on the country that you apply from. Also note that apply for multiple entry visa from whereever you apply from, and France is the fastest embassy for getting one. This is in addition to the replies that are written above.
ITs a simply online process that is moderated by VFS and is pretty easy. Check the visa from any of the embassies (France, Italy, Netherlands - Most common), or Scandinavian countries and simply check for multiple entry visit and you will get permit for all the 26 countries :)
