You can take public tranaport .. but it is time taking .. and there are some limitations to reach at some place.. .. best option is that you should take a Bike on rent..it cost around 300-400 Rs/days.....

If traveling from Mumbai, train is best option! For traveling within Goa, hire a bike / scooter on rent.

Book a cab on the 'Goa Miles' app which is the only online cab booking app in Goa. It will save you 500-1000 rupees as compared to the independent taxis which will overcharge you. The other more cheaper option is taking a bus from the Panaji bus stand.
