Hey Faiz, Winters is good time to visit Parvati valley if you want to enjoy negative temperature and snowfall. Pack winter clothes like woolen socks, jacket, woolen cap, gloves, warm inner and good shoes. Yes u can explore kasol, tosh, parvati valley and manikaran at this time..the weather will be awsome. the only thing is u wont be able to take hot water natural bath in winters.

Yeah you can go there at this time, can't say about Kheerganga as there would be lot of snow at this time.
