Hi Rosel, If you are planning your holiday for December, I suggest booking your hotels in advance, at least 3-4 months ahead. This will allow you to save a good amount, as rooms will be occupied later during the New Year event, and whatever rooms are available will be at a higher price. Don't book hotels near the sea beaches; this will cost you at least 50% more than a normal 1 or 2-star hotel. I recommend booking hotels near Bur Dubai, where you can find cheaper yet good hotels.
