It's good to go mussoorie... take Nanda Devi Express from New Delhi railway station and reach Dehradun....from there you can get bus to mussoorie....In winters you will miss kempty fall bathe...but you can enjoy other things. You can go other places in that budget like Triund...that's the good place... mussoorie is little bit crowded...

Mussoorie hill station is popularly known as “Queen of the Hills”. Truly beauty has personified in this land. With a pleasing climate and snow-laden mountains, it has witnessed many footprints and has attracted tourists from all over the globe. Kempty falls, Mall Road, Happy Valley, Gun Hill are the best tourist attractions.

I visited there in June, you can experience the true Heaven there.... reach Dehradun from your location, then you can go there either by bus or by cab. Take Hotel near to mall road, and go to kempty fall from mussoorie by bus or by cab.
