It's on you and your expenses, but as a budget traveler, I can say 3k per person is enough for both places. Try to stay at hostels or homes offered by a traveler itself (kinda couch surfing).
Taxi take 1000 rupees for Gulaba point, Solang valley and Naggar castle( as I traveled during the winter season last year), but you have to bargain here.

Excluding the transportation you would need around 5k to travel to Manali and kullu for 3 days ...
You need to add extra money for your transport to and fro to manali ...

If you go by government buses and stay at cheap hostels or zostels then it would cost you approx 10k per person for 3 days stay at Manali including the activities like skiing and rafting.
