I would like to travel to maldiv or newzeland in december.. any suggestions which is best and in current situation which one us safe

Both are open now maldives also has 30 day free visa on arrival.

Ohh yes flights are operated for selected countries only

Maldives is completely open and will be safer alternative because the place is such that it automatically provides social distancing. However, New Zealand is also a good option as it will the perfect weather to visit that place and the country down't really have a lot of cover cases.
