It totally depends on which place but you can't really go much closer to any of the official government buildings as it has many restrictions and can cause in the seizer of your appliance as well. Try asking the care taker or the security of that place, if they permit then you're good to use your drone.

If it is a government property then maybe not but if is an office of a particular department then it is better to take permission beforehand.
