Hey. November is an ideal season to visit Dubai. I wouldn't say Dubai shopping festival is something you must keep in mind while planning a trip, unless you plan to shop from High end designer brands. However, do check whether the Miracle Garden is open during your exact dates of visit, as that is a speciality during November to February.

If you are solely going with the purpose of shopping then thats a different issue however if your main purpose of the visit is to explore the place or travel then there is no point really waiting.Shopping can be done in any season in Dubai.
