Yes,you can go but there will be harsh weather in Kashmir.You can go to Jammu there will be less cold than kashmir.

Hey Ayushi, Yesss, Jammu and Kashmir can be visited in December and it will be off season too ... So you can get access to tourist free places ... But, you can't visit sonmarg as the roads to there will be closed ... Entire kashmir will be full of snow and that gives a different essence in its own way ... The visit to Gulmarg is must as the gondola to affarwat peak will be. a Life long memory in terms of snow clad peaks ... The nights will be freezing and see that you taje care of clothing you are packing for the trip ....
