Yes Uttarakhand is open but with conditions..
you have to have negative COVID test Results + one week booking at hotel after 1 week only u can explore area.. rest u can check with Uttarakhand tourism site.

I would not suggest in this situation to go out in any case but yes if you are going take major precautions . Covid 19 test should be negative and test results should be with you

If you have a negative result report of covid 19, you can head here in next 72 hours otherwise you need to have a test again.

Get a test done and carry a COVID 19 negative test report. The report shall be considered only if you visit uttarakhand in the next 72 hours of the test. Also you need to have a reservation in any of the government listed hotels for a minimum of 7 days.
