There is no e pass required after unlock 4.0, you can refer government guidelines, "no epass required for inter state/intra state transport"

No its not required. However, you can have one if in case any checkpoint is there, you can show them.

Himachal is a place where nothing is required now. You can easily travel to Himachal without any major issue.
