Definitely you can get snow till the end of March in many regions of Uttarakhand. Also there are many places where you won't be able to go due to heavy rainfall in February.

Hi Alphy. There are a lot of places in Uttarakhand that you can visit in February. If you're interested in treks, you can visit Chopta. You can also visit Mussoorie, Auli, Uttarkashi and Harsil
