Yes Goa is open for tourists . If you travel responsibly with all safety precautions , it shouldn't be a problem .
Some popular cafes and restaurants are open like Artjuna, Baba Au Rhum , Titlie , Brittos etc .
However owing to the rains , the beach wouldn't be accessible at all times , so plan accordingly .

Hello rightnow m in goa...and ya after 7pm lockdown...but not that much strictly... everything is open you can come here and enjoy... if you like beaches and natural places...but if you wanna go for club and pubs thn wait ... and ya some pubs and clubs are open too... ! I don't feel here rightnow any curfew ...m enjoining here goa
