Summer starts in the month of March, April, and runs till May. There is very less chance of rains. Though weathers are hot, you could plan lot of water sports activities like parasailing, scuba and kayaking. You can consider visiting Goa in till March mid as the tourists will be lesser. But you will still have to fight with the harsh sun during the day. I wont suggest visiting after mid March because of the hotter weather.
