    Hey Aseem, Yes, winter is good time to visit Shimla if you want to enjoy the snowfall. There may be road blocks for some time but it is opened ASAP. Go ahead and enjoy the negative temperature. Carry winter clothes like woolen socks,jackets,inner warmers,woolen caps,gloves,first-aid kit etc. Hope this helps.

    YES IT IS A GREAT TIME TO VISIT SHIMLA IN MID DECEMBER I DON't think that busses will be blocked by snow.

    Shimla is a low altitude as compared to other hill places and buses ply readily without any difficult, it doesn't receive that much snow that roads will get blocked
