Is it better to publish a blog and then keep on editing it and publishing again? or by writing the whole blog and then publishing once?

Maybe try and write the whole blog step by step in your notepad and then upload it all at once. :)

I don't think anyone do perfect job in one time. so publish it. when you think it needs edit then edit it

Both options are good. I don't think it is always possible to publish a perfect blog, so re-cheking and editing is good.
