Hey Tushar, Why not !!!? Yesss, you can travel in ladakh in winters ... The best options stay would be in leh palace road only ... it's safe and also within the city ... there are two hotels open all around the year even when it snows ... so check k for them. ... And commuting would be difficult to let know now only as closing roads by BRO is depending only on the snow fall in the surrounding areas .... But Pangong and nearby ladakh areas will be open even when it snows. ... The best way would be to take a flight form Delhi ... That's expensive. .. but a site shot to go and enjoy winter and cold and snow altogether in Ladakh .. Happy and safe Travelling Bro!!!

Of course, it is possible but you can only reach there by srinagar side as manali-leh highway remains closed because of the snow. As road trip is not possible u can reach leh by plane.
