Hi Zubair. Would suggest you delay / postpone your travel plans.
Manali is a safe place to be in. But not sure what could happen enroute.
You know about the current siuation the entire world is in.
The least we can do is, help contain the virus. And not spread by travelling.

Manali is one of the most popular hill station in Himachal Pradesh. I suggest you to postpone the travel plan and visit after 2 months.

It is recommended to not travel to any place due to COVID-19. Please postpone your plans until we are given green signal. Also virus spreads even more in regions which have 28 degree temperature and below. So a big no to Manali during Pandemic phase.

Hi, Zubair!
As per the recent order by the Himachal Pradesh government, no tourists are allowed to enter Himachal till March 31, 2020. This ban may or may not get extended. It's highly recommended that you defer your plans until the situation eases out, or check for such government-imposed restrictions before travelling anywhere.
