Yes roads are clear.And snowfall also get starts now..You can also go to Rohtang pass but after october it gets closed.

The roads to Manali have been damaged and closed for several weeks owing to heavy rainfall and floods. Areas most affected are situated by the river banks. Although small vehicles are allowed to move via alternative routes, you may face congestion and inconvenience. It wouldn't be a bad idea to wait it out for a couple of weeks before you make your trip up north! Good luck with your trip!

All Roads are open and i will happy to say its safe to travel Manali at this times and i am sure you will enjoy a lot :)
