Nope, reasons:
1. rainy season so mostly beaches will be inaccessible.
2. very few water sports mostly closed.
3. very less tourist ... as goa is a place to enjoy with the fun atmosphere and if no one is there there wont be any fun in goa.
4. most of the beach shacks will be closed by that time as water level rises in the ocean.
4. some clubs also get closed in monsoon but titos will be open 365 days.
