Actually Kashmir has been safe earlier as well except few districts that were not advisable for tourists to venture deep into. Haven't been there recently but have been twice in last five years and everything was fine in Srinagar and nearby places.

Yeah, it's safe. But you might face some problem as internet connectivity is not working very well. Transport service is not that good is recent times due to some protest.
