Kedarnath is completely closed, it will reopen by may. If you are planning for kedar-kantha trek then you can definitely go for it. But as per recent situation please confirm it with local backpacking groups and then take the decision. Yes it's very safe
I went there in December 2019
also you might see fresh snow fall in February
