Punakha is beautiful but Haa valley is equally beautiful. There are less tourists in Haa Valley as compared to Punakha. Go for it!

Yes, Phunaka has the largest Dzong in Bhutan where you can actually enter. Its beautiful and you can visit the suspension bridge as well.
