Yes it good time to visit in off season as it will be less crowd and Less budget. However since it's vacation time you might find a quiet bit of crowd otherwise it is good time.

It's good time to visit if you can tolerate high temperatures and humidity. also, Goa is excessively crowded currently with tourists. if you can wait for a couple of months more, the crowd will be less in June.

I myself visited goa in may you can see my trip on tripoto. It was too hot but you should never miss a chance to visit goa... right? And also you can visit south goa. It was pretty pleasant though.
