Thailand always offers visa on arrival for Indians. However, till April 2020, the Visa on arrival fees has been exempted for Indians. You'll save about Rs. 4600 approx on VoA fees. You'll still have to carry relevant documents needed for a visa but the Visa fee is exempted till April 2020.

Yes. But do not waste your valuable time in the free lane. Go for the fast forward lane. The people at Suvarnabhumi (BKK) are super smart. They always send Indians to the free lane and many people without realizing end up going there and wasting anywhere between an hour and a half to three hours in the line on a bad day. The fast forward line just costs 200 THB and will get you out within 20 minutes give or take.
