Is there any current restriction to travel to Himachal? Do we need any Covid negative report to enter Himachal. I am planning to travel to Mcleodganj in Jan end.

No there are no restrictions there. The weather in Mcleo is awesome right now so go ahead and plan your trip without worrying about testing etc :)
