I hope this "Local" refers to the bus not train. Because Chail is not connected by train.
If you are coming by train from Kalka and chail is the destination, better disembark at Kandaghat. Take a cab or bus from Kandaghat to Chail.
From Shimla- Buses for Chail are plying from Lakkar Bazaar Bus Stop. Cabs options is always available.
