Don't think so. Even if the state starts opening things, tourism would be the last sector to open i guess

Not before the end of June atleast. But since it's a trek that is feasible throughout the monsoon months till october, you still might have a chance at it. Although going up there this year might prove to be a tough job, keeping in mind the current situation and spread of covid 19.

At Hemkund Sahib, there is a deposition of 10 feet deep snow, no decision on opening gates yet
