Punjab has no restriction on intrastate travel as per latest guidelines issued subject to producing either fully vaccinated certificate or negative RTPCR. The ban on Wagah Border public viewing was lifted on September 15 with a cap on number of visitors, maximum 300 visitors allowed to enter the retreat venue. Until few days back they were allowing to view from a distance of 1km from the Zero line. UpvoteCommentFrom Amritsar you can book any local taxi on per/day basis once you reach there can negotiate a good price. Will not charge much may vary between 1500-2000 INR which they charge per day/8hr/80km basis
