Yes, you can happily visit Goa in monsoon that is in July. You can see a clean Goa with less crowd and you can see a lot of greenery .
The beaches are packed with tourists all year round, except July because of heavy rains and there will be less sun & more clouds.
This is a time when you will find a peaceful spot a beach chair and lie down The Mackie's Night Bazaar is closed in July. But you can find many other shops that are still open.
There is a lot of rain in July as it is the middle of the monsoon season.

Being Goan I think we can answer this for you very well. As monsoon are approaching in Goa during July it would be heavy rainfall during that time. do check weather forecast before planning your vacation. Though it can be best time in terms of less crowd and things would be much cheaper compared to any other time coz of being offseason in Goa... but cons can be it might restrict your sightseeing due to rains at anytime. Mostly beach shacks n ol are shut during this time but you can visit local restaurants and hotels. I assure you wont be disappointed. Do follow some local travel bloggers for food and travel content which is offbeat if you really want to enjoy Goa to the fullest.
