As monsoon are approaching in Goa during July it would be heavy rainfall during that time. do check weather forecast before planning your vacation. Though it can be best time in terms of less crowd and things would be much cheaper compared to any other time coz of being offseason in Goa... but cons can be it might restrict your sightseeing due to rains at anytime.
