Goa in February is warm, filled with sunshine where not a drop of rain is seen. This month is called as cool month, which denotes beginning of summer. Kerala in February is hot though cool air from the hills flow. Still it is called as ideal tourist month of Kerala where you get to view lovely nature and lot of greenery around. I would suggest Kerala.
