I recently visited Pondicherry. Few tips: all hotels are fairly cheap this time around, you can stay at the bag packers' community which costs only 500 rs per room and the rooms are pretty good too. For traveling use a scooty which is Rs 400-600 per day. It is a very nice place. You can follow my writeup about the Pondi trip to plan for which places to go.

For munnar: No budget hostels there so better check for good deals on budget hotel. I stayed at bamboo Dale, bison valley they have dorms, rooms, tree house too. For transportation prefer public buses, they are cheap and convenient. Food you can do as per your comfort.
