I would like to suggest Rishkesh for pritine and fresh waters coming from snow melt. because after the first rains in June, the water is filled with mid that comes from mountains. Even though you might find it a little hot in weather because its not a hill station but its kind of off season to try certain experiences and do a budget trip.

Self is always cheaper and low in budget but it does require a lot of planning. I have always self planned everything except for ladakh because its a tough terrain and we know very little about it, but rest i have always self planned. It turky makes you feel like a traveller. Taking charge of everything . but if you want to relax and take no burdens, then self plan is not a good option. When you self plan, you have to be alert everywhere. Things could also go wrong mostly in hotel bookings (not always) But budget wise, self plan is lower on budget
