It's not about allowed or not allowed. Everyone can visit the temple throughout the year but door of temple remain open only between a specified time generally (April - Nov). Treker and begpacker can visit there throughout the year these people generally came for treking and photography. However purpose of pilgrims is to have Darshan of God Only. Go from NH1 stay 1 night at Kargil explore it then move ahead to Leh, return from Leh Manali Highway... like this you will be able to explore sites on both the High ways... happy traveling

Kerala in June, July & August has heavy rains and also humidity. If possible, try travelling other than these three months.

I covered the four cities of Kerala back in July 2019 on a special package, the rains were not too much at that month in that year but still try to avoid the monsoon period, the detailed itinerary is in image form which I am unable to attach here.
