Nooo, here in chennai there is no rule for quarantine, you can easily visit here but you have to apply a travel pass to get exit from airport. Sometimes they will not ask for the travel pass but sometimes they ask. After exit from airport you can travel anywhere

You can travel mcleodganj, Manali, Bir, Shimla, Naggar, Prashar Lake, Dalhousie, Khajjiar, Chamba, Triund, Kangra Fort and parvati valley

You can go and visit Sissu. There is no restrictions but it's our own concern to the safety due to Covid-19. You can go and visit Sissu Waterfall.
