There are many home stays which are low in cost you can try any one easy to find on booking.com or so don't stay in main town area. stay a km or 2 km away will be cheap.

You can consider Bali as well as Cambodia. Both places are well suited even for elderly people and many beautiful temples are around they will really enjoy. If not plan for an European Holiday covering few off best places.

You can stay 1 nights in panjim and 3 nights in north Goa..In North goa u can enjoy night life . Due to high peak season all most hotels are sold out ....try to book it online ...and u can get bike for rent for sightseeing...
