Chandigarh has a few famous Gardens. But the most famous garden is the Nek Chand Rock garden. The othr is Rose Garden. Also visit the Museum & Art Gallery. Do visit sukna lake in the evening.

If your going in December then try to book your flights at least 3 months in advance , use different sites like booking.com, makemytrip for booking hotels. For two the Budget will be approx 35000 per head depending on your choice of hotel and food .
December is tourist season in Bangkok hence it could be slightly more expensive than usual. Try making your booking 2-3 months in advance. I think it should cost you around 35 to 40 K per head inclusive of flights.
