Nainital - for its sheer grace and impeccable beauty.
Kasauli - quaint little hill station and a good option of holidaying destinations during winters.
Landsdowne - Snowfall which is a definite possibility in the month of December makes this place quite alluring

No matter which state you r going try to stay in hostels like zostels, backpackers hostel etc. This will reduce ur staying cost. U will get to meet new travelers. Food is also good in this hostels.

Delhi to simla. Simla to manali manali to amritsar. Try going on govt buses if you are on budget. Its very affordable and worth it
