Did you say safe for women? then probably south of india would be a good option, even on budget. you can go to places like Munnar, Athirappilly, Ooty would be great for a trip towards nature. Pondicherry, Polachi, Madurai, in and around Vizag, Chennai, Kanyakumari would be a great cultural conquest and good retreat. Also after deciding on the location, try to do some home work about it so that you can completely get the full experience.

South India will be safest for solo female travel especially if you are going for places like Coorg/Kabini/Hampi/Gokarna in Karnataka, Kodaikanal/pondicherry/Ooty in Tamilnadu, Alphuza/Munnar/Wayanad in Kerala. Also Rishikesh/Mussoorie/ Nainital in Uttarakhand, Auli in himachal pradesh, Andaman Island, Darjeeling/Kalimpong in West Bengal are good opportions. But wherever you go, please do proper research about the place and chart out a feasible itinerary within your budget. Keep your family or friends informed about the plans if possible. All the best.
