Hi Lakshya, November is a good time to visit Manali, although it generally doesnt start to snow in November, but the weather is nice and cold. If you're planning to visit Rohtang pass as well, make sure you find out about the dates when it closed for the winter season, and plan accordingly.

Yeah offcourse...But you won't be able to visit rohtang pass but instead of rohtang you can go Gulaba and solang Valley which give you mesmerizing views of mountains covered with snow. Soo without any doubt go for it.
