In January or February, Paro and Thimphu may experience one-day snow. Punakha Dromche & Tshechu in February - The Punakha Dromche & Tshechu is a week-long celebration of the founding of Bhutan in the 1600s. ... The mild weather of lower Punakha also makes this town a great winter escape for the Bhutanese. Good Luck!!! Happy Travelling!!

I had been there last year till beginning of Jan. I missed the snowfall, heard it snows in late Jan and Feb in Gasa, Punakha, Bhumthang, Paro and Thimpu. That's what the locals had confirmed as well.

The best time to visit Bhutan is fall's post-monsoon season, from late September through November. During this time, travelers will find pleasant temperatures and clear days. The temperature will not be too cold yet as lowest temperature usually takes places near the end of January. In January or February, Paro and Thimphu may experience a one-day snow.

Yes, October to December is the ideal time to visit Bhutan as the air is clear and fresh with sunny skies. January and February are colder, but from then until April the climate remains dry and pleasant and in late spring the famous rhododendrons bloom spectacularly, flooding the valleys with colour.
