Hey Prajakta, Yes you can visit North Sikkim in Feb. But visit to Gurudongnar lake will depend on the weather conditions of that day. After reaching cafe 15000 (army cafe. Entry to Paradise path of lake),army mans will tell whether you can go further or not.

Yes these can be covered. One budget tip from my side Don't do any tour booking before reaching Gangtok.
