Between september & november is the best time if you are on budget. In january prices of hotels and other services is more expensive compared to rest of year.

I think goa is an all season place to visit..but in monsoon you will get off season benefits like less crowd,empty beaches and less prices of hotel and resorts. if you like rains than goa is the best place to enjoy this rainy season as waterfalls are full and there is greenery everywhere and beach fun with companion levals up in monsoon. there may be one disadvantage as beach sports and activities might be closed due to rains..have fun in goa

The best time to visit Goa is in November and between February to May when temperatures are between 20 °C to 33 °C.
